Local Control of Teacher Pensions: A Win for Cecil County?

Recently, the Cecil County Commissioners took a public stance against the shift of teacher pension costs from the state of Maryland to the counties. The first reaction of most would be to agree with this opinion and oppose expensive hand-me-downs from the state of Maryland. However, could this situation actually be a blessing in disguise for fiscal conservatives in this county?
