The below is an e-mail received by Donna Caudell of the Cecil County Patriots with regard to questions she asked about the Cecil College budget for FY 2011:
Donna—-Craig Whiteford forwarded your questions regarding the FY 2011 College budget request to me. I know he sent you partial answers last Friday, but I would like to expand on his comments (shown below in blue). 1) Page 8 – (What percentage do taxpayers pay for non-credit and non-certificate courses (courses that are taken for pleasure rather than those which can lead to employment or career advancement?
Career & Community Edu. (non?credit) 2009- 1,475,587; 2010-1,477,843; 2011 request 1,403,640 (7% of the budget)

Career and Community Education revenue offsets 100%+ of the expenses associated with our non-credit programs. In FY 2011 we have projected Revenue from non-credit student tuition and fees of $1,427,800 and Expenses of $1,403,640 which projects a surplus of $24,160.
2) Page 15 – budget info for executive management salaries does not match the info. on page 9
The Position Summary page has an incorrect figure in the Executive Management category in the prior year FY 2010 column. It should be $552,265; not $401,890—that figure was carried forward incorrectly from 2009. Thank you.
3) Page 4 - Professional Development & Travel – $295,000 – Would like to see an itemized list of how these funds were distributed.
Professional Development and Travel expenses have decreased 15% since FY 2009. The amount requested/budgeted for FY 2011 is $295,708 and equates to 1.4% of the College’s Operating Budget Request. It is comprised of the following:
$ 28,500 Tuition Reimbursement for employees only
$ 92,078 Professional Meetings and Conference Registration Fees (50%+ allocated for Academic Programs- faculty)
$ 53,466 Workshops and Training Programs related to various academic programs (i.e. Allied Health and Truck Driver Training Staff)
$ 62,153 Travel – mileage, tolls, auto rentals to attend professional meetings and conferences
$ 59,511 Mandatory Community College or Professional Memberships* (Middle States Commission on Higher Education,
Maryland Association of Community Colleges)
* fees may be based on the number of students enrolled
